Parker Flats was conceived by Kukla as part of a campaign to generate new projects for Middle Earth Developers, Inc. (a four-member partnership including Kukla). Kukla lead negotiating the purchase of prime land from the City of Cincinnati, marketing and design efforts. The project was built and managed by MED.
